[paramiko] [MERGE] non-interoperable NULL cipher support

The attached bundle adds the cipher and MAC algorithms "none at lag.net".  It is 
commented out in the code by default, and it does not interoperate with other 
SSH implementations.

I'm using it to try to reproduce the deadlock I'm seeing.
